ตามที่ประชุมสมาชิกสภาผู้แทนราษฎร จะนำวาระการพิจารณาร่างพระราชบัญญัตินิรโทษกรรมฯ เข้าสู่การพิจารณา ในวันที่ 7 สิงหาคม 2556 ซึ่งประเด็นดังกล่าวอยู่ในความสนใจของประชาชนทั้งประเทศนั้น แต่ไม่ได้รับการสั่งการจากรัฐบาลให้ดำเนินการถ่ายทอดสดทางสถานีโทรทัศน์แห่งประเทศไทย ช่อง 11 ทำหน้าที่ถ่ายทอดสดการประชุมสภาผู้แทนราษฎรในเรื่องสำคัญๆ ที่เป็นที่สนใจติดตามของประชาชน

สมาคมนักข่าวนักหนังสือพิมพ์แห่งประเทศไทย และ สมาคมนักข่าววิทยุและโทรทัศน์ไทย ซึ่งมีสมาชิกปฏิบัติงานรายงานข่าวในพื้นที่การชุมนุมและพื้นที่ความขัดแย้งทางการเมืองมาอย่างต่อเนื่องเป็นระยะเวลาหลายปีพิจารณาเห็นว่าการปิดกั้นข้อมูลข่าวสารไม่ให้ประชาชนได้รับรู้ข้อเท็จจริงในประเด็นสำคัญจะเป็นผลเสียหายมากกว่าจะเป็นผลดีต่อประเทศชาติ ทั้งนี้ร่าง พระราชบัญญัตินิรโทษกรรมฯ ได้สร้างความขัดแย้งและความแตกแยกในสังคมไทยในวงกว้างอีกครั้งหนึ่ง และเสี่ยงที่จะนำความรุนแรงกลับมาสู่ประเทศชาติอีกครั้งหนึ่ง เพื่อป้องกันข้อมูลข่าวสารที่คลาดเคลื่อน หรือก่อให้เกิดความสับสนในสังคม สมาคมนักข่าวทั้งสองเห็นว่า สถานการณ์เช่นนี้เสรีภาพในการรับรู้ข่าวสารของประชาชนเป็นสิ่งที่จำเป็นอย่างยิ่ง ถ้าประชาชนได้รับรู้ข้อมูลที่ถูกต้อง. รับฟังเหตุผลของสมาชิกสภาทั้งฝ่ายที่เห็นด้วยและไม่เห็นด้วยในเนื้อหาสาระของร่าง พระราชบัญญัตินิรโทษกรรมฉบับนี้อย่างเปิดเผย ตรงไปตรงมา อาจจะเป็นส่วนสำคัญที่จะร่วมสร้างความๆ ไว้วางใจและบรรยากาศของการปรองดองที่คนไทยทั้งประเทศต้องการได้

ด้วยเหตุผลดังกล่าว สมาคมนักข่าวนักหนังสือพิมพ์แห่งประเทศไทย และ สมาคมนักข่าววิทยุและโทรทัศน์ไทย ขอเสนอให้ประธานรัฐสภาใช้ความกล้าหาญทางจริยธรรมประสานไปยังรัฐบาลเพื่อให้ดำเนินการถ่ายทอดสดทางฟรีทีวีโดยด่วน

The Thai Journalists Association and the Thai Broadcast Journalists Association call for live broadcasting of parliamentary deliberation of the amnesty bill on NBT.

The first-reading deliberation of the amnesty bill proposed to Parliament by Pheu Thai MP Worachai Hema, scheduled to be in the afternoon of Wednesday 7 August, highly receives attention from the public.

However, the government has not assigned NBT, aka Channel 11 which is a government-owned free TV channel, to provide live broadcasting of the law deliberation despite the fact that it usually broadcasts important parliamentary meetings live.

Amidst the climate of political conflicts, transparency in the law deliberation is crucial. Live broadcast of the meeting can allow the wide public to monitor and can prevent inaccuracy in reporting or even abuses by any groups of people with ill intention.

Respecting to people’s rights to expression, live broadcast on NBT, as a free TV channel, will allow people to hear the debate of both the representatives who agree and disagree with the bill. Doing so will be part to promote the atmosphere of trust in society.

The Thai Journalists Association (TJA) and the Thai Broadcast Journalists Association (TBJA) hereby urge the Yingluck Shinawatra government to urgently assign the television channel to broadcast the House convention on the issue on NBT.
